The problem is not tying Arab tubes, but metaphorically untying Jewish tubes This gives a rather misleading impression. It's not that the Jewish Israeli birthrate is low - it's between 3 and 4 births per woman, 3 times Italy's - but that the Palestinian birthrate is one of the highest on earth, between 6 and 7 births woman. In Gaza, higher than that - of course the fact that UNWRA pays a stipend for every birth may have led to some exaggeration of the figures. But still very, very high. Families of 10 kids or more are perfectly normal.
