I ain't buying that.. The HUMINT guys were likely SCREAMING for ICF (intelligence contingency funds) so they could develop sources.

The commanders, noting the success of the initial strike should have revised the timetables on their post-war operations and PsyOps broadcasts aimed at telling the Iraqi police who remain on the job that we would guaranted their salaries. All we heard was "you're liberated" and promises that we'd "make everything alright", rather than emphasizing that they had a responsibility for providing security and order, and that repercussions would follow for those who violated those obligations.

But do I fault the vision and goal of the operation, heck no.. I still believe Wolfowitz was right on with his logic.

These things are already being hashed out in the "lessons learned" analysis. Despite the many previous experiences the US has faced in occupying and pacifying an unruly population, it seems we're obliged to relearn those lessons.
