Can I butt in on that one? This is not rocket science. The labor is imported; a tariff should be imposed on it. Congress needs to do this. The constitution's got nothing to do with this. What's more, Congress needs to provide huge tax incentives for job creation, not huge tax cuts to wealthy misers. The voters job will be to vote these pigs out of office.

Lazarus, There are those here on SI that rant and rave about them being more patriotic than others, but they support a political party that has it's number one priority of looking out for the wealthy. Henry Ford was told once by a labor union official, after Ford had told the official, "Once I get my assembly line perfected, I will not need your workers." and the labor leader replied, "When that happens Mr. Ford, who will be able to afford to buy your automobile." Lazarus, we are approaching the same situation again. This country is totally dependent on foreign largesse to keep us afloat. If you think that China and other nations don't have goals to become the world's leading economy...think again. IF! The nation's that hold our currency and bonds ever decide to make a run on our treasury, we would be doomed. Just one example is Walmart. They are now the largest retailer in the world, but they have low overhead because they don't pay the workers livable wages, nor provide medical benefits. And to think, Bush wanted to give the HEIRS of Sam Walton a free ride by declaring stock dividends free from taxation. Thus, for Walton's heirs they would receive $500,000,000.00 of free money under the proposed plan. Considering some of the legal problems that at least one Walton has, she probably needs her share of this largesse. Lazarus, you ask what action the US government should take and if it would be constitutional. Bush imposed tariffs on steel imports, and I guess it was constitutionally sound as he did it! So if he can impose tariffs on steel, it would be simple for him to impose tariffs on goods and services that a US domiciled company generates from such business being done overseas. Lazarus, what has made this country so great has been the balance between the haves and have-nots in this country. Study the history of nations! Discover that the masses will only put up with an oligarchy for so long, before the upheaval. There are those who complain about taxes in this country, but they are the same people who take advantage of the benefits from our taxes. Never forget, Bush rails against taxes, but he became a millionaire on the backs of taxpayers in Arlington, Texas. And the payoff he has made to his original backers in getting him to millionaire status, is one Tom Hicks, who was paid off with getting control of the Texas taxpayers money going into the state coffers. Lazarus, do you think that people in this country are going to let their children die from the lack of medical attention and food? If their are no jobs, just how to you think our American way of life will continue to exist. Surely you have an answer! It appears that your answer is that we will have to become a nation like the one Saddam Hussein formed. You do remember that we invaded his country to free the people from the tyranny he imposed on the citizens of Iraq? Don't you think that food lines, malnourishment, and soaring death rates due to the lack of medical care will qualify as a reason for civil unrest? Lazarus, have you ever visited a third world country that serves as a vacation resort for the rich American's? Visit some of the Caribbean islands and notice that the enclaves where the rich live are surrounded by armed guards with machine guns to protect the inhabitants in the palaces. Do you for one minute think this couldn't occur in this country if the people don't have jobs to provide for their families, while they see the rich living in splendor and jetting off to spend their ill-gotten wealth at the expense of their fellow citizens. Lazarus, read some world history!!! Ever heard of the Roman Empire?
