Of course. Because the UN is set up to protect the freedoms of governments, not people.

Read its Charter. The UN has decided limitations and usually always overestimated as a force for general well being. It's not unuseful, but has definite limitations and those limitations should not be used as the defining boundaries of action and debate.

For instance, what are the UN's competences with regard to facilitating world trade or finance, compared to the WTO or BIS?

Another instance, what competence has the UN in dealing with genocide, since its Charter basically forbids interference by nations in the internal affairs of other nations? It doesn't follow from that that genocide should be left to run....
