Homeland Security leaks like a sieve.

Leaks are a particularly pernicious problem, IMO, because the damage that they do is systemic, far exceeding the damage caused by the particular leak. They cause a bunker mentality in the government, which isolates the decision maker from sometimes critical input, which causes mistakes. New administrations typically exclude civil servants from discussions because they don't know whom they can trust. They exclude the very people who know the area and who could help them get off on the right foot. I've seen too many blunders resulting from that.

I think this can only be fixed by shutting down the leak culture, which includes both good leaks and bad leaks. They have to stop the intentional leaks if they want to stop the detrimental leaks. Gotta go cold turkey.

Yes, it would be too bad if we missed snagging some bad guys over this.
