BTW, contrary to Duhray's convoluted and rambling dissertation on "what is propaganda?", the meaning of the term is really very simple. Webster's covers it well in a relative few words:

ideas, facts or allegations spread deliberately to further one's cause or to damage an opposing cause

ALL political speech or writing is propaganda, provided only that it has an audience.
