That is the fiscally responsible way. The fiscally irresponsible way is the Bush method - Cut taxes and increase spending at the same time.

tonto, It is impossible to defend Bush's fiscal policies. Before Bush, Reagan was the most fiscally irresponsible but Bush beats his record.
