I forgot to mention that. Government entities can transfer funds from one program to another up to a certain dollar or percent limit. Beyond the limit, they need to get approval from their authorizing or appropriations committee. As you mention, government entities can also send funds through other government entities do do their bidding.

The Department of the Treasury's Financial Management Service fms.treas.gov provides the accounting manuals. I seem to remember that there is not enough explanation on the surface to fully understand it. Loan programs also confuse people. They are "mebbe we will see them again bucks." They exist somewhere between reality and the twilight zone.
