for years whenever i have transferred money from Japan acct to US, i have had to give a reason. and that is for money leaving Japan for the US. recently, they (Japanese bank) began requiring a US SSN and they now report interest to the IRS. i have heard of people who never thought the IRS would find out about their overseas Japan accts, but with SSN reporting it's pretty obvious.
