Nat, There's a competing speculation on the uses of SARS: Message 18896940 Would the US DoD and the White House follow up on a PNAC suggestion? Actually, if one is to inspect the recent history, a better question is "when has the White House and the DoD not acquiesced to PNAC suggestions?" Never, is as close as I come to an answer.
