I am not aware of anything like that. It may be possible working with appropriations legislation. However, it would not be easy. You have to understand the programs and know what they do. Which is why I was hoping someone else was doing it... <s>. I wouldn't be surprised to see the Heritage Foundation take a rough stab at some point. I don't think it's humanly possible to do anything that is accurate. Or to do it accurately, you would have to task every program manager in DoD to do the analysis for their program and roll it up like they do the FYDP. jttmab
