Oh great inscrutable one. Not even close to being a coincidence? Or not even close to being credible? :) If the later, please explain how PNAC has found the Bush years to be a cornucopia of wish fulfillment but this one line item wouldn't have been pursued. I see no reason to believe the White House would be inconsistent here. I am also familiar enough with the way that AMRIID works to understand that in order to create anti-biowarfare agents and inoculants that they must necessarily continue to be at the cutting edge of creating new monster bugs which they hope to counteract. (Or at least that's the cover story for Congress, the media and the public.) Some of us simply see them creating new biowarfare agents.
