The beginning of an incremental process involves walking a tightrope. Or, as George Bush said: The only value of political capital is in it's use.

The 401k was a minor detail when passed. It was dealt away for some socialist concession or other, long forgotten (I believe the late Senator William Roth of Delaware, among others, gets credit for some long-range vision here.).

The limited Social Security private account for younger workers is also a minor detail, opposed by socialist Senators on only pure socialist bombast (Like Kennedy's opposition to the recent Medicare bill.)

But accumulation and compounding makes private accounts visible in a few short years, and the popular demand for their enhancement will become impossible to oppose...
