I am debating about drifting and raising.

The raise bore m/c also requires an overcut and that may not fit your critical path schedule whereby the Alimak .........you know.
Consideration of the rail 2 boom long tom vs. any other method should include the time to cycle/advance needs. It's always disappointing when scheduled 8 ft. rounds have to be scaled back to 6 ft. in order to cycle/shift. It's hard to comment without knowing particulars of your mine design plans/needs. EG: Are you drifting to explore or haulage or both( I presume---hence -Alimak)? Drift sizes and lengths etc.?
I recall about 18 yrs ago our drifting costs for about a 9 x 11 ? were about $ 500/ft. I can't recall if that was track or trackless though.
Are you planning going into a rehab mine or starting anew? If new, addits or shafts??
