Bush is the worst jobs president since Hoover despite the biggest government spending ever. He could have created millions of jobs by directly hiring people but just gives it to the richest and promises it will trickle down someday (the old "lagging indictator" trick). Problem is most of the big corps are moving the jobs overseas. And Bush hasn't done a damn thing about it. He has the power but he won't do anything for the working class. he cares only about the executive investor class and the plunderers of the natural environment.

Fall 2001 - Fall 2002 - 1 year
Fall 2002 - Fall 2003 - two years

TWO YEARS, BUSH WAS PRESIDENT

Not that this matters anyway, you can clearly see in the BLS numbers that employment was going strong until 2002.
