We had the U-2 program so there was no big hurry to place spy satellites. Russia pushed for space dominance harder than we did. We thought at the time we were only one year behind them but in reality it turned out to be a few years due to errors in the early part of our program. We had a very good camouflage program so the Russian satellite was good for mostly confirming a launch or sneaking a peek at a new project plane or experimental tank, ...etc.

Actually, we had some fun with them too. We made up fake equipment and passed out unreal specifications covertly at times, ...hehehe!
