The US could likely kill OBL in about an hour with a few missiles from a ballistic missile submarine. That would eliminate your perceived threat from him. However that would not eliminate the threat from someone else. Where does it end. Stalin said "no person no problem" You can't eliminate or put into camps every one you think might be a threat.
