Bush doesn't want to draw publicity to the fact that Americans are dying. Of course, a visit or few to Walter Reed might help also--but that, too, might draw media attention to the death and casualty count.

Part of the branding of America is to keep the feel-good thing busy, that our leader is busy protecting us and that the fears heaped upon we, the genuinely concerned citizenry, are well founded and that, as leader, he is achieving meaningful results.

The irony here is that Bush probably would like to visit--but his handlers won't let him. You see, it's hard to put a teleprompter into a situation like that.
