Libya's conversion had nothing to do with Bush or Reagan would've scared him much much more but had little effect. One could see Libya's conversion coming when his son tried to be a world class soccer player. It was similar to the free market forces that brought down the Soviet Union. They recognized that being part of the global free market system would gain them far more than terrorism. As for Saudi Arabia Bush is terrified of the Saudis, not the other way around. If the Saudi oil fields stop flowing for any reason, the price of oil will sky rocket and it'll cost too much to drive your Hummer. The US has no leverage with Saudi Arabia and they continue to fund terrorism. They also have internal political strife that will only get uglier with the potential to have have attacks against Saudi refineries and pipelines. Bush's imperalistic campaign to "bring democracy to the middle east" is doomed to fail.
