Pittsburgh Declared 'Distressed' by State
Mon December 29, 2003 10:32 AM ET

NEW YORK (Reuters) -Pennsylvania on Monday acknowledged Pittsburgh's long-term financial decline by declaring it "financially distressed" under a state law that will enable the city to regroup.
Years of declining population and industry led this year to deep cuts in the former steel capital's credit rating and city officials openly discussing bankruptcy as a potential option.
