The simple thing for an unprincipled government to do would be to let them parish without resources. The considerations that have been regulated into government come from the moral conscience of society. Where that conscience originates is as up for debate as always. The theist can point to specific origination. The atheist has to be more tricky about what he considers to be the source.

Something else...Although capitalism certainly promotes the opportunity to be all that you can be...peops are born with differences in circumstance, skill, ability, talent, and such. Consequently some people can do more with what they are given than others. Socialism doesn't 'fix' what aint broke...it just frustrates it.
