Regarding the Coalition Provisional Authority, led by US administrator Paul Bremer, 43.5 per cent of those questioned expressed no confidence, and 29.9 per cent said they had not very much confidence.

That totals 73.4 % , and leaves , under the best possible interpretation, 26.6 % for the combined "great deal of confidence" and "quite a lot of confidence". Your point seems cheesy. "Not very much confidence" may be "positive" in some circles, but usually isn't considered such under conventional reality.
