I believe you. I count them as real humanitarians. I just don't think big governments run that way. But some human beings are certainly humanitarian, and steer their efforts, even if they are parts of such governments, in directions that are unselfish.

Funny, I thought the Balkans intervention was a PNAC promoted affair. Yep, it was:

We had nothing to gain in Bosnia and still poured billions down what is little better than a rathole in a backwater. And Kosovo makes Bosnia look like Manhattan.
