I have just come back from the IB website. Apparently, it is possible for US citizens to trade Canadian Stocks and options on the Toronto and Montreal exchanges respectively. A minimum amount to open an account to do this is the equivalent of $3k Canadian.

IB lists the minimum amount to open accounts in several currencies (2kUS) to include Australia, GB, HK, and some others. I have put a question to them via e-mail to see if I can open an account just for trading in one country--i.e. Canada in my case, and am waiting for a reply.
