I am not 'blaming Bush' for SS's ills --- as you note, they are of long standing --- but simply noting that Bush's political advisors have been telling him that fundamental reform of SS is off the table in '04 ("too late" because of the election), and likely unobtainable during his second term because of the tremendous budget imbalance --- despite whatever campaign slogans he may choose to employ during the election.
