You don't appear to have a source for your counter-intuitive statement at all.

(Guess the stores don't close at night, or women not walk unless escorted after dark because the 'crime rate' is so low. Guess arson rates are down, too :)

I suggest we turn to international organizations (such as the UN or Interpol) for figures....
