Nobody blames Bush. They guy can hardly read much less go through a budget that doesn't have headlines. It is the fault of his owners.

Tom Delay is the corruption and pork barrel king.
The first thing he did when he took over the latest congress was to kill the law requiring congressmen to report gifts from lobbyists.
