He recused himself because he is a political appointment of the administration in the Whitehouse. His recusal does not imply anything at all. The only inference one should draw from his recusal, is that the matter is to be conducted without the appearance political interest. The Justice Department is fully staffed with career, apolitical attorneys and investigators.
