That's like my local school district. Built a new high school with a swimming pool. Changed the plans in mid stream to an Olympic pool with all the goodies. Jumped the price $5 million. Now they're $5 million in the hole and it's the tax payer's fault. Previous to all this pool building crap they used the college pool that's next to the high school.
