I agree "follow the money" is standard in investigations of this type, and with SM machinations there is always a paper trail... So either it wasn't done because the investigators already knew where it went, or else it was done and the result was to unpalatable or too dangerous to publish, or they were specifically instructed not to look in the most obvious direction.

The Anthrax stuff also has a similar smell and feel IMO.
