I can give you the answer to your question. In China, when a bank gives out a loan which is impossible to get back, this amount would NOT count as "bad debt" UNTIL the day when the loan is due and the borrower for sure cannot return the principle. So the bank still gets pennies on a Yuan from the interest before the due date of the loan even if the loan is complete bad. I know for sure on this.
