The best government in these situations would be one selected by lottery. That would be people who don't want to govern, but are forced to. If that process were not corrupted (and it would be just as they corrupt everything else) -- then it would be the best government.

Representative democracies water everything down to co-opted populistic moronism as the ruling imperative. In the end the worst excesses are always realized. As the Greeks realized, Tyranny was the best form of government. Except in certain very important cases.

The trick in democracies is to make the very bad (Quebec cultural protectionism) seem like a defensible ideal. Of course nobody thinks so who is not French, but if you say otherwise you get shouted down as a bigot. The same policy applied by the ruling group in the rest of Canada would inspire torchlight parades and suicide bombers from Rimouski.
