The official number from China is NOT guessing. It IS from the ledger, and by international standard. As for the loan which possibly could never returned fully, technically, those are NOT bad debt but everybody's guessing.

Here is a Chinese article about whether China should print as much paper money as possibe and about the intangible asset which have been accumulated since 1950. And personally, I quite agree with the author's view point.
