Junkies who buy the type of quantities that Rush buys are usually classified as dealers and go to prison.

You are assuming the "2000" pills quoted or more, whatever, were all purchased at one time.

The charge of Doctor shopping involves engaging several doctors for the purpose of receiving multiple prescriptions. I believe an element of the crime is that the doctors are not aware of one another or at least of the prescription repetitions.
