Yes, that can happen. But that is not what Bobcor seems to have meant. He is implying that sales to establish capital gains may occur after the turn of the year and may hold prices down.

"Tax selling" nearly always means selling before the end of the year to establish losses, and sometimes when a lot of people have losses, the selling in November and earkly December can give a definite downward push to the market.
