I hear the more sophisticated terrorists are using guidebooks...

If in fact terrorists are using almanacs as tools, I am glad that this fact is known and distributed to law enforcement officials. There is no civil rights violation in noticing that a person is carrying an almanac, and if it helps deter even a single attack, it was well worth the effort.

Little things often are the things that matter. The history of war -- and this is indeed a war we are in, if an unconventional one -- is that small things often make a huge difference. No terrorist comes to a law enforcement officer and says "I'm a terrorist, arrest me." It is usually a collection of small clues carefully put together that leads to the successful thwarting of an attack. It was the failure to recognize the significance of clues just as ordinary as carrying an almanc that more than likely led to the failure to stop the 9/11 attack.
