We know the answer to that...Intelligence is an art not a science. Though that begs the question, How can you have a pre-emptive policy on an unproven or future threat that is based on art?

IMO, the current problem is deeper than that. It appears obvious that after 9/11 the Administration decided to take out Saddam. The straw the broke the camel's back was Saddam taking pleasure over 9/11. After that it was a matter of the end justifies the means. Any "reason" was justification for the end.
