It can be. All those things you mention can be changed. It just takes the will to fix things rather than whip schools around in the political winds.

Stupid laws such as mainstreaming disabled children, who are not capable of learning and who will never benefit from education, but who are disruptive to class rooms.

I agree in principle, Joe. But you need to be a little more "narrow" with your comment, IMO. Some of these kids have benefited without being too disruptive.
