Means-testing Social Security is one of the options that has come up off and on. Problem with that one is that we'd finally have to acknowledge that SS is a welfare program. Lotsa loss of dignity in the middle class.

Re your suggestion about charitable deductions, the wealthy can donate their SS or any other moneys now for a tax deduction. You're talking about giving it to the government. It's illegal to give the government money now. Might open a big can of worms to change that, slippery slopes and all that. Easier for them just to give it to charity and the money would go to the same place, sort of.
