Congress approves the budgets. It is responsible for it during all administrations.

The US House of Representatives on Wednesday approved a budget for next year aiming to put President George W. Bush's tax cuts and spending priorities into effect.

Bush will add another $700 Billion to the debt in 04. Last year, he added $600 Billion.
