These things ALWAYS produce dislocations. They wouldn't be necessary if they didn't.

Know what all the pissing and moaning by Dizzy, et al, sounds like? The whining of the Northeastern rust belt when the textile mills moved to cheaper the non-union South. They screamed their lungs out, but there was nothing they could do- -a state is a state and capital and goods can be moved freely among them. Are there really Americans who would have it otherwise?

And, since each state has a degree of sovereignty, this should have been the classic "race to the bottom". Tell the to the Southern whites and blacks who now have decent jobs.

And there was no "tiering" or "levelling of the playing field" here.

Another comparison would be the integration of the former German Democratic Republic into what became Germany. Again, no leveling, no tiering, and no equalization of environmental laws first.

Yet another experiment is underway in Europe with the admission of Eastern Europe into the European Union.

Gee, I think you can make a pretty good argument that historically free trade and international trade unions work and should be encouraged. The whining of Dizzy and Arm'Pit appear to be simply the moaning of those who will not adapt to a new reality.
