remittances totaled more than $32 billion annually

Remittances have always been huge. You have to remember a lot of immigrants come from poor regions - the poverty is one of the reasons they immigrate.

Often immigration is a family project. They select the brightest or most energetic family member to go abroad and finance his voyage and the aim is to get the foreign currency for projects in the old country or to pave the way for more family to come.

why are the same countries who have been desiginated a poor country for centuries, still poor?
