True, but - as is often (usually?) the case - the devil is in the details. The Little Italy's generally are 95+% English speaking and Americanized. With the "little China's" things are somewhat more complicated. For instance, I see a difference between the old Little China in Manhattan, which is substantially Anglo, and the much newer Chinese and Korean neighborhoods in Queens. In the latter ones, you'll probably find entire city blocks with little more than a sprinkling of any signs in English.
