The reason accountability systems focus on the organization is because the product is the output of the organization, not just one person. The organization has objectives and it has people and systems and capital and infrastructure to achieve them. This totality is what accountability systems measure.

For the organization to meet its objectives, all the parts need to work. Individual employees need to be evaluated to be sure they do their jobs. But individual employees cannot be evaluated on things outside their control. It's both unfair and illegal to fire a teacher whose students don't pass the test if the school didn't provide textbooks, for example. So you measure the teacher only against what is within his control. If the kids can't pass the test, it could be a personnel failure or a system failure. Thus the distinction between organizational accountability and employee performance.

Way I look at it, "I am accountable for my past actions". "I am responsible for my future".


I can't argue with that. I can only argue that doesn't directly apply to organizations.
