Medicaid payments frequently don't cover the cost of delivering care, so doctors who accept Medicaid patients are doing it for free. Not surprisingly, vast numbers of doctors don't accept Medicaid patients, or strictly limit the numbers they accept. In America, poor people get their health care at Emergency Rooms, which can't turn them away. How much health care could we have bought, for the 166B$ we have pissed away, turning Iraq into "flypaper for terrorists"?
