In summary, suicide bombers are basically ordinary young men and women caught up in circumstances of no meaningful work, and very limited or no political headroom and they are angry.

The reported >50% unemployment rate in Iraq is going to be a serious problem here. Same time (due to security reasons), the image of the liberation changed to that of an occupation. Troops are completely isolated.
The obvious analogy to the Palestina problem (occupying territory and exploiting the resources) is very attractive for any propaganda for recruitment.

The US has recently recognized this is not good policy
Jimmy Carter's agenda is not so recent, BTW.
And I can't remember of any government (US, French, ...) officially declaring about to stop supporting such regimes. But support is always selective, of course.
