The point I was making, is that the number of people who died increased until England did something about it. The prion in the food supply had a positive feedback effect, the more sick cows the quicker they were sent to slaughter with more remnants going into cattle feed. The numbers could be expected to grow exponentially. This type of growth is not expected from dog bites.

The larger point is that you cannot use a single datum to compare the danger of an event. You must give consideration to how the risk changes over time and how it changes in response to percieving the event. Manipulating risk perception is one of the main ways to motivate people to act against their own interests, just ask Karl Rove.
