Well, a 'strong defense' can be defined many ways, and can be measured by the effectiveness of its component parts. Certainly we have no evidence that the intelligence warnings of the outgoing Clinton administration (hand-delivered by Sandy Berger to the incoming Bush team) that "al Qaeda was our most immediate serious security threat" were ever acted on before 9-11. Certainly no evidence of the Bush admin. talking the warnings seriously can be gleaned from their actions spiking the FBI's investigations into Saudi terrorist connections....
