I saw that too. The conclusion I came to is...

The commercials who are short silver (and probably gold) are also probably long Euros or something like that in a delta-neutral hedge strategy. They don't care as long as all markets remain smooth and liquid, they continue to "scoop up nickels" from the limited volatility.

The absolute value of silver doesn't matter so much in this scenario, hence the lack of activity in the secondary markets. Almost no change in open interest despite a big move in the spot price.

Just my opinion.
