Photoshop Elements will permit you to create reduced size and resolution files that are still good enough for screen viewing. You can save these images to your hard drive in a compressed format like JPEG and then send them the way you send the long files.

Look under Image\Resize\ and play with both the image size and canvas size settings. The bicubic algorithm for reducing resolution seems to work well.
